Vale anche la pena chiedersi quali siano le priorit\u00e0, per la tutela dei consumatori allergici e celiaci.<\/span><\/p>\n<h4><span style=\"font-family: Arial, sans-serif;\"><b>Grano e dintorni, regolamento UE 1169\/11<\/b><\/span><\/h4>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>Il regolamento FIC\u00a0<\/b><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">(\u2018<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>Food Information to Consumers\u2019)\u00a0<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">dispone l\u2019obbligo di precisare la natura specifica dei cereali contenenti glutine. (1) In etichetta dei prodotti alimentari preimballati e preincartati, sui cartelli di vendita degli alimenti venduti sfusi, cos\u00ec come nei registri e men\u00f9 delle collettivit\u00e0<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u00a0che servano i cibi anche a titolo gratuito o caritatevole. (2)<\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\"><b>L\u2019Allegato II\u00a0<\/b>del regolamento FIC (<i>Sostanze o ingredienti che provocano allergie o intolleranze<\/i>), a seguito di modifica intervenuta nel 2014, precisa il riferimento al genere \u2018grano\u2019 con riguardo alle sue specie \u2018<i>farro<\/i>\u2019 e \u2018<i>khorasan<\/i>\u2019 (noto anche come Kamut). L&#8217;allegato II del reg. UE 1169\/11 riporta la parola \u2018<i>grano<\/i>\u2019. Senza neppure citare, nel testo ufficiale in lingua italiana, il suo sinonimo \u2018<i>frumento<\/i>\u2019.<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif; color: #800000;\">\u2018<i>Cereali contenenti glutine, vale a dire:\u00a0<\/i><i><b>grano (tra cui farro e grano khorasan), segale, orzo, avena<\/b><\/i>\u00a0<i>o i loro ceppi ibridati e prodotti derivati, tranne:<\/i><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif; color: #800000;\">a)\u00a0sciroppi di glucosio a base di grano, incluso destrosio;<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif; color: #800000;\">b)\u00a0maltodestrine a base di grano;<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif; color: #800000;\">c)\u00a0sciroppi di glucosio a base di orzo;<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif; color: #800000;\"><i>d)\u00a0cereali utilizzati per la fabbricazione di distillati alcolici, incluso l\u2019alcol etilico di origine agricola<\/i>.\u2019<\/span><\/p>\n<h4><span style=\"font-family: Arial, sans-serif;\"><b>Farro, quale nome?\u00a0<\/b><\/span><\/h4>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>La Commissione europea<\/b><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">, nelle proprie linee guida<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u00a0sull\u2019informazione al consumatore in tema di allergeni, precisa che la parola \u2018<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>grano<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019 deve sempre accompagnare &#8211; o in alternativa, sostituire &#8211; i termini \u2018<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>spelta<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019 e \u2018<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>khorasan<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019. (4)<\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\"><b>I Servizi linguistici<\/b>\u00a0di Bruxelles, peraltro, hanno commesso due vistosi errori di traduzione:<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\">1) \u2018<i>spelt<\/i>\u2019 \u00e8 stato tradotto in \u2018<i>spelta<\/i>\u2019 (e cos\u00ec,\u00a0<i>Triticum spelta<\/i>) anzich\u00e9 \u2018<i>farro<\/i>\u2019 (<i>Triticum dicoccum<\/i>), invece citato in All. II al reg. UE 1169\/11,<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\">2) \u00e8 stata indicata tra gli esempi anche la possibilit\u00e0 di citare la sola parola \u2018<i>spelta<\/i>\u2019, tra le varie opzioni, anzich\u00e9 \u2018<i>spelta (grano)<\/i>\u2019 ovvero \u2018<i>grano<\/i>\u2019. (5)<\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>La formale applicazione\u00a0<\/b><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">del regolamento (UE) 1169\/11 nel suo attuale testo, in ogni caso, prescrive di aggiungere la parola \u2018<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>grano<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019, tra parentesi dopo il nome proprio del \u2018<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>farro<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019.\u00a0Il buon senso suggerirebbe invece di superare gli equivoci sui nomi delle varie specie e consentire l\u2019utilizzo in Italia della denominazione<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u00a0classica e propria, farro, per identificare un cereale la cui identit\u00e0 nel nostro Paese \u00e8 nota a tutti. Tanto pi\u00f9 ai consumatori allergici al grano e ai celiaci che sanno benissimo di doverlo evitare.<\/span><\/span><\/span><\/p>\n<h4><span style=\"font-family: Arial, sans-serif;\"><b>Frumento, quale nome?<\/b><\/span><\/h4>\n<p><span style=\"font-family: Arial, sans-serif;\"><b>Il caso del frumento<\/b>\u00a0\u00e8 ancor pi\u00f9 singolare. Da tempo immemorabile si coltivano e consumano in Italia varie specie di frumento che appartengono al genere\u00a0<i>Triticum<\/i>, della famiglia graminacee. Le specie pi\u00f9 diffuse sono il\u00a0<i>T. aestivum<\/i>\u00a0&#8211; che comprende il\u00a0<i>T. vulgare<\/i>, frumento tenero &#8211; ed il\u00a0<i>T. turgidum<\/i>\u00a0a cui appartiene il\u00a0<i>T. durum<\/i>, frumento duro.<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\"><b>Il termine \u2018<\/b><i><b>frumento<\/b><\/i>\u2019\u00a0(dal latino \u2018<i>frumentum<\/i>\u2019) \u00e8 a tutti gli effetti sinonimo di \u2018grano\u2019. Ed \u00e8 invero cos\u00ec richiamato in ogni vocabolario della lingua italiana, oltrech\u00e9 nelle norme nazionali. Il DPR 187\/01 ad esempio specifica la possibilit\u00e0 di impiegare \u2018<i>frumento<\/i>\u2019 nei prodotti diversi da pane e pasta.\u00a0(6) Ed \u00e8 anche perci\u00f2 che sulle etichette di diversi prodotti, dai biscotti alle birre, ancora compare la parola frumento.<\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\"><b>In linea teorica<\/b>, il termine \u2018<i>frumento<\/i>\u2019 dovrebbe venire sostituito con \u2018<i>grano<\/i>\u2019. Specificando\u00a0ove del caso se si tratti di grano tenero o grano duro. Il buon senso suggerirebbe invece di intervenire sulla versione in lingua italiana del regolamento UE 1169\/11, con previsione espressa della possibilit\u00e0 di usare entrambi i nomi in quanto sinonimi.<\/span><\/p>\n<h4><span style=\"font-family: Arial, sans-serif;\"><b>Allergeni, quali priorit\u00e0?\u00a0<\/b><\/span><\/h4>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>I consumatori allergici\u00a0<\/b><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">al grano come quelli celiaci sono ben informati della non-idoneit\u00e0 al consumo, da parte loro, di alimenti e bevande che contengano \u2018<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>frumento<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019 o \u2018<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>farro<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019. Reg. UE 1169\/11, notizie sui cibi, controlli e sanzioni<\/i><\/span><\/span><\/a><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u00a0&#8211; e <a href=\"http:\/\/www.celiachia.it\" target=\"_blank\" rel=\"noopener\">AIC<\/a> (Associazione Italiana per la Celiachia)<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">.<\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\"><b>I veri problemi\u00a0<\/b>da affrontare &#8211; per liberare gli allergici e i celiaci dal rischio concreto di grave pericolo per la salute in ogni occasione di acquisto e somministrazione di cibi &#8211; sono ben altri:<\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>&#8211; \u2018<\/b><\/span><\/span><\/span><span style=\"color: #0000ff;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i><b>pu\u00f2 contenere&#8230;<\/b><\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019.<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u00a0(7) Etichette, cartelli unici di vendita, men\u00f9 e registri dei pubblici esercizi ridondano di dichiarazioni illegittime e prive di significato (in) sulla possibile presenza di ogni e qualsivoglia allergene di cui alla fatidica lista di cui in Allegato II al regolamento FIC. In assenza di idonee procedure di autocontrollo, invece prescritte dalle nome in tema di sicurezza alimentare<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">, (8)<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>&#8211; pubblici esercizi.\u00a0<\/b><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Le notizie sulla presenza di allergeni nei singoli piatti devono venire fornite per iscritto, secondo <a href=\"https:\/\/www.foodagriculturerequirements.com\/notizie\/europa-allergeni-nei-pubblici-esercizi-il-memento-del-min-sal\/\">quanto prescritto<\/a> nel regolamento europeo e ribadito dal Ministero della Salute<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">. Ma di fatto mancano, o sono del tutto inadeguate (per la ragione di cui al precedente paragrafo), nella quasi totalit\u00e0 dei casi. L\u2019irresponsabilit\u00e0 diffusa si estende alla superficialit\u00e0 dei riscontri alle richieste specifiche di di consumatori allergici, che talora conducono a shock anafilattici con esiti anche letali.<\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\"><i>Dario Dongo<\/i><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\"><b>Note<\/b><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\">(1) V.\u00a0reg. La spelta \u00e8 in effetti una delle tre specie di farro (<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>Triticum monococcum<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">,\u00a0<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>T. dicoccum<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u00a0e\u00a0<\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>T.spelta<\/i><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">). Il suo nome \u00e8 tuttavia ignoto alla gran parte dei consumatori, fatti soli salvi i cultori di grani antichi\u00a0<\/span><\/span><\/span><span style=\"color: #1155cc;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">https:\/\/www.greatitalianfoodtrade.it\/salute\/grani-antichi-analisi-dei-superfood<\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial, sans-serif;\">(6) V.\u00a0<i>DPR 187\/01<\/i>, \u2018<i>regolamento per la revisione della normativa sulla produzione e commercializzazione di sfarinati e\u2028 paste alimentari<\/i>\u2019<\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">(7) Si vedano al riguardo le istanze di FISMA (Fondazione Internazionale per le Scienze Mediche Allergologiche) al Ministero della Salute e al MiSE, tuttora purtroppo inevase, su <a href=\"https:\/\/www.foodagriculturerequirements.com\/notizie\/presenza-accidentale-di-allergeni-le-richieste-della-fisma-ai-ministeri\/\">https:\/\/www.foodagriculturerequirements.com\/notizie\/presenza-accidentale-di-allergeni-le-richieste-della-fisma-ai-ministeri\/<\/a><\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">(8) Gli inadempimenti in tema di autocontrollo, si ricorda, devono venire sanzionati dalle autorit\u00e0 sanitarie ai sensi del d.lgs. 193\/07, articolo 6.6.
