Il ciclo virtuoso di solidariet\u00e0 attivato dalle banche del cibo, come il Banco Alimentare in Italia, mostra la sua efficacia nel rapporto\u00a0&#8216;<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>Waste not, Want Not &#8211; Toward Zero Hunger: Food Banks &#8211; A Green Solution to Hunger<\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">&#8216;, pubblicato dalla rete globale delle Banche del cibo (GFN, \u2018<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>Global FoodBanking Network<\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019). (1)\u00a0In attesa che\u00a0gli Stati membri ONU assumano le proprie responsabilit\u00e0 per garantire i diritti umani universali di accesso al cibo\u00a0&#8211;\u00a0sicuro, nutriente\u00a0ed equilibrato &#8211;\u00a0e all\u2019acqua potabile.\u00a0<\/span><\/span><\/span><\/p>\n<h4><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>Meno rifiuti, meno fame<\/b><\/span><\/span><\/span><\/h4>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>Il\u00a0<\/b><i><b>modus operandi<\/b><\/i>\u00a0delle banche del cibo \u00e8 noto. Le organizzazioni raccolgono presso gli operatori della filiera agroalimentare (imprese agricole e di trasformazione, distributori) i cibi invenduti o comunque prossimi alla scadenza. Altri alimenti vengono raccolti presso gli stessi consumatori e le comunit\u00e0 (es. centri culturali, associazioni, parrocchie), nelle giornate dedicate. Altri cibi essenziali vengono acquistati grazie alle donazioni ricevute. Le organizzazioni provvedono poi a distribuire gli alimenti alle\u00a0fasce deboli della popolazione, mediante\u00a0consegna di pacchi alimentari e servizio di pasti nelle\u00a0mense caritatevoli.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>La rete globale opera in 57 paesi<\/b>\u00a0attraverso organizzazioni pi\u00f9 o meno complesse, che fanno capo a tre macro-organizzazioni:<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">&#8211; il \u2018<i>Global FoodBanking Network<\/i>\u2019 (GFN), attivo in 30 Paesi, fornisce aiuti alimentari a 9 milioni di persone,<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">&#8211; la \u2018<\/span><\/span><\/span><a href=\"https:\/\/www.eurofoodbank.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>European Food Banks Federation<\/i><\/span><\/span><\/span><\/a><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019 (FEBA), la federazione delle 24 \u2018<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>Food Bank<\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019\u00a0che operano in Europa,<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">&#8211; \u2018<\/span><\/span><\/span><a href=\"https:\/\/www.feedingamerica.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>Feeding America<\/i><\/span><\/span><\/span><\/a><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019,\u00a0fondata nel 1979 negli Stati Uniti.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>Complessivamente<\/b>, le banche del cibo recuperano ogni anno\u00a02,68 milioni di tonnellate di alimenti commestibili per\u00a0re-distribuirli a 62,5 milioni di persone. Il solo salvataggio di tali derrate dallo spreco alimentare cui altrimenti sarebbero destinate comporta un risparmio annuo di oltre 10 milioni di tonnellate di CO2, pari alle emissioni di 2,2 milioni di automobili (di poco inferiore al numero di autoveicoli circolanti nell\u2019intera regione Puglia, ndr).<\/span><\/span><\/span><\/p>\n<h4><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>Il Banco Alimentare in Italia<\/b><\/span><\/span><\/span><\/h4>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>Il Banco Alimentare\u00a0<\/b><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u00e8 protagonista in Italia di una rete di solidariet\u00e0 che \u00e8 stata attivata nel 1989 e oggi opera mediante 21 organizzazioni sull\u2019intero territorio, grazie al lavoro di 1.878 volontari e al fattivo contributo di molti altri. Incluse le famiglie e i singoli consumatori che a loro volta offrono alimenti, in occasione delle <a href=\"https:\/\/www.collettaalimentare.it\/\" target=\"_blank\" rel=\"noopener\">giornate di raccolta<\/a> (oltre 8 mila ton, il 24.11.18). Oltre alle\u00a0donazioni in denaro e al \u2018<a href=\"https:\/\/www.bancoalimentare.it\/it\/comeaiutarci\" target=\"_blank\" rel=\"noopener\">5 per mille<\/a>\u2019.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>Il Banco alimentare<\/b><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u00a0impiega tutte le risorse economiche per raccogliere e redistribuire alimenti, con un flusso in continua crescita. Nel 2017, <a href=\"https:\/\/cdn.bancoalimentare.it\/sites\/bancoalimentare.it\/files\/allegati\/2018\/04\/risultati_2017def.pdf\" target=\"_blank\" rel=\"noopener\">ha raccolto 91 mila ton di alimenti<\/a> che sono stati redistribuiti\u00a0a un milione e mezzo di persone\u00a0attraverso le oltre 8 mila strutture caritative convenzionate.<\/span><\/span><\/span><\/p>\n<h4><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>Etichette chiare, minori sprechi<\/b><\/span><\/span><\/span><\/h4>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>Lo spreco alimentare<\/b><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u00a0rimane un&#8217;emergenza irrisolta. \u00c8 indispensabile adottare un approccio sistemico,\u00a0per affrontare i temi di sovrapproduzione e altre storture di un sistema che tuttavia tende a preservare le proprie inefficienze per nutrire gli interessi speculativi dei suoi protagonisti.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>I consumAttori<\/b><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">, a loro volta, devono essere pi\u00f9 attenti a ridurre gli sprechi. Nella conservazione dei cibi,\u00a0ma ancor prima nei loro acquisti. Proprio in questa fase, sottolinea GFN, matura una significativa quota di spreco alimentare a causa della scarsa comprensione delle date riportate sulle confezioni degli alimenti.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>Un alimento su 5<\/b>\u00a0viene erroneamente gettato tra i rifiuti dai consumatori, per la confusione generata da indicazioni di durabilit\u00e0 dei prodotti che si prestano a equivoci. Espressioni come \u2018<i>Best by\u2019, \u2018Best before\u2019, \u2018Use by\u2019, \u2018Sell by\u2019<\/i>\u00a0vengono spesso fraintese e causano una perdita di alimenti ancora commestibili che si stima, a livello globale, nel 20% degli acquisti.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>L\u2019equivoco sulle etichette<\/b>\u00a0ha luogo anche in Europa e in Italia, ed \u00e8 indubbia causa di spreco. Se da un lato le notizie sulla durabilit\u00e0 dei prodotti sono chiare in etichetta degli alimenti confezionati (preimballati), non si pu\u00f2 dire altrettanto per i c.d. preincarti. In breve:<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>&#8211;\u00a0&#8216;<\/b><i><b>consumare preferibilmente entro<\/b><\/i>&#8216; (\u2018<i>best before\u2019<\/i>, in inglese) \u00e8 la dicitura usata per designare il c.d. TMC (termine minimo di conservazione. Vale a dire il periodo entro il quale l\u2019operatore suggerisce di consumare il cibo, per apprezzarne al meglio le qualit\u00e0 organolettiche. Nei periodi successivi, l&#8217;alimento pu\u00f2 a volte risultare meno apprezzabile, ma rimane sicuro,<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>&#8211;\u00a0&#8216;<\/b><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i><b>consumare entro<\/b><\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">&#8216; (\u2018<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>use by<\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019) \u00e8 invece il termine perentorio che indica la data di scadenza, nei prodotti rapidamente <a href=\"https:\/\/www.foodagriculturerequirements.com\/notizie\/domande-e-risposte\/data-di-scadenza-o-tmc-risponde-lavvocato-dario-dongo\" target=\"_blank\" rel=\"noopener\">deperibili dal punto di vista microbiologico<\/a>. Superata tale data,\u00a0il prodotto deve venire ritirato dagli scaffali poich\u00e9 potrebbe presentare problemi di sicurezza alimentare,<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><b>&#8211; alimenti preincartati<\/b><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">. I cosiddetti preincarti &#8216;<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>ai fini della vendita diretta&#8217;\u00a0<\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">&#8211; es. fette di formaggio avvolte nella pellicola e inserite in banco frigo con la sola etichetta sintetica del distributore &#8211; rimangono spesso enigmatici. La responsabilit\u00e0 dei distributori \u00e8 stata chiarita, con il d.lgs. 231\/17, in merito alle notizie da riferire su alimenti sfusi e preincarti.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">E tuttavia, n\u00e9 il legislatore europeo n\u00e9 quello italiano hanno esplicitato il dovere di citare sui preincarti <a href=\"https:\/\/www.foodagriculturerequirements.com\/notizie\/codice-lotto-in-etichetta-risponde-lavvocato-dario-dongo\" target=\"_blank\" rel=\"noopener\">il termine entro il quale l\u2019alimento debba venire consumato<\/a>.\u00a0Viene cos\u00ec a mancare una notizia essenziale ai fini del consumo del prodotto in https:\/\/www.greatitalianfoodtrade.it\/etichette\/controlli-il-ruolo-dellamministrazione-sanitaria\/, cui talora si aggiunge l\u2019ulteriore incertezza della data di preincarto\u2019, non prevista dal \u2018<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"><i>Food Information Regulation<\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">\u2019 e perci\u00f2 illegale.
