(3)<\/p>\n<p><strong>Le ultime iniziative<\/strong>\u00a0adottate in questa direzione, nell\u2019Unione Europea, riguardano:<\/p>\n<p>&#8211; il progetto di revisione della direttiva rifiuti, che include i nuovi obiettivi di riduzione di \u2018food loss and waste\u2019 (FLW)<\/p>\n<p>&#8211; lo sviluppo di accordi volontari\u00a0tra parti pubbliche e private, in diversi Stati membri.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"2_Perdite_e_sprechi_alimentari_il_sistema_di_raccolta_dati_in_UE\"><\/span>2) Perdite e sprechi alimentari, il sistema di raccolta dati in UE<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>La Commissione europea<\/strong>\u00a0(DG Estat, Eurostat) pubblica ogni anno i dati su perdite e\u00a0sprechi alimentari, i quali vengono:<\/p>\n<p>&#8211; raccolti presso gli Stati membri, ai sensi della decisione (UE) 2019\/1597 (a cui \u00e8 riferito anche il questionario del progetto di ricerca\u00a0Wasteless);<\/p>\n<p>&#8211; suddivisi per ogni fase della filiera, sulla base della classificazione delle attivit\u00e0 economiche NACE, oltrech\u00e9 per i consumatori.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"3_Food_Loss_and_Waste_i_dati_UE_2022\"><\/span>3) Food Loss and Waste, i dati UE 2022<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>Perdite e sprechi alimentari<\/strong>\u00a0sono stimati ammontare complessivamente a 132 kg\/anno, quale media pro-capite UE, per un totale di 59,2 milioni di tonnellate nel 2022. Questi dati sono disaggregati come segue:<\/p>\n<p>&#8211; produzione primaria: 10 kg pro-capite, 4,6 milioni di tonnellate (8%);<\/p>\n<p>&#8211; manifattura di prodotti alimentari e bevande: 25 kg, 11 mln t (19%);<\/p>\n<p>&#8211; distribuzione: 11 kg, 4,8 mln t (8%);<\/p>\n<p>&#8211; ristoranti e food service: 15 kg, 6,6 mln t (11%);<\/p>\n<p>&#8211; famiglie: 72 kg, 32,1 t (54%).<\/p>\n<p><strong>La classifica<\/strong>\u00a0di FLW per Stato membro vede Germania (18,21%), Francia (15,96%) e Italia (13,85%) ai primi posti, nello stesso ordine in cui essi si trovano per i livelli di produzione alimentare. (4)<\/p>\n<figure id=\"attachment_79295\" aria-describedby=\"caption-attachment-79295\" style=\"width: 641px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-79295 size-full\" src=\"https:\/\/www.foodtimes.eu\/wp-content\/uploads\/2024\/10\/fig.2.jpg\" alt=\"\" width=\"641\" height=\"387\" \/><figcaption id=\"caption-attachment-79295\" class=\"wp-caption-text\">Fig. 1 \u2013 Dati sui rifiuti alimentari suddivisi per Stati membri (fonte: Eurostat)<\/figcaption><\/figure>\n<h2><span class=\"ez-toc-section\" id=\"4_JRC_modello_di_analisi_dei_flussi_di_materiali\"><\/span>4) JRC, modello di analisi dei flussi di materiali<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>JRC\u00a0<\/strong>&#8211; il\u00a0<em>Joint Research Centre<\/em>\u00a0della Commissione europea &#8211; ha sviluppato nella sua sede in Italia (ISPRA) un modello di\u00a0<em>material flow analysis<\/em>\u00a0(MFA), atto a valutare sistematicamente i flussi di scorte e materiali in un sistema spazio\/tempo definito. (5)<\/p>\n<p><strong>Il modello MFA<\/strong>\u00a0potrebbe consentire di:<\/p>\n<p>&#8211; sviluppare un metodo armonizzato per misurare food loss and waste in UE e negli Stati membri<\/p>\n<p>&#8211; incrementare l\u2019affidabilit\u00e0 e la significativit\u00e0 dei dati raccolti,<\/p>\n<p>&#8211; utilizzare i predetti dati per altre valutazioni statistiche (e.g. stima dei consumi alimentari, condizioni sociali e impatto economico dei Paesi produttori).<\/p>\n<h3><span class=\"ez-toc-section\" id=\"41_Material_Flow_Analysis_i_risultati\"><\/span>4.1) Material Flow Analysis, i risultati<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><em><strong>EU Bioeconomy\u00a0<\/strong>Monitoring System Dashboard<\/em>\u00a0consente di osservare i risultati delle misurazioni eseguite con il modello MFA, suddivisi in due indicatori:<\/p>\n<p>&#8211; fasi della filiera. La distribuzione di FLW nella supply-chain \u00e8 simile a quella fornita da Eurostat, ma il totale di perdite e sprechi alimentari \u00e8 molto superiore (84.587.200 t nel 2021, + 42,9%). Una differenza che pu\u00f2 venire considerata quale benchmark per ipotizzare la sottostima delle misurazioni da parte degli Stati membri;<\/p>\n<p>&#8211; categorie alimentari. JRC riferisce a 11 macro-categorie di prodotti alimentari: vegetali (26,1%); zucchero (0,9%); patate (9,6%); oleaginose (1,9%); \u00a0carne (11,6%); frutta e frutta secca (21,3%); pesce (3,3%); uova (1,9%); latticini (7,8%); cacao e caff\u00e8 (4,4%); cereali (11,2%). Dati JRC sui food loss and waste alimentari, in UE e negli Stati membri, suddivisi per fasi di filiera e per categorie alimentari nel periodo 2021, insieme al trend UE per tutte le fasi e tutte le categorie nel periodo 2003-2021 (fonte: Commissione europea).<\/figcaption><\/figure>\n<h2><span class=\"ez-toc-section\" id=\"5_Le_ricette_anti-spreco\"><\/span>5) Le ricette anti-spreco<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>Un libro di ricette\u00a0<\/strong>anti-spreco \u00e8 stato altres\u00ec pubblicato dalla Commissione europea, grazie alla collaborazione di diversi cuochi tra cui la chef esperta di cucina ambientale Chiara Pavan, membro dell\u2019<em>advisory board<\/em>\u00a0del progetto Life Climate Smart Chefs.<\/p>\n<p><strong>Obiettivo<\/strong>\u00a0di tale progetto \u00e8 contribuire all\u2019attuazione della strategia UE\u00a0<em>Farm to Fork\u00a0<\/em>attraverso il coinvolgimento attivo di chef europei quali promotori di diete a basse emissioni, nutrienti e accessibili che riducano l\u2019impatto ambientale, migliorino la salute pubblica e combattano lo spreco alimentare. (7)<\/p>\n<p><strong>27 chef<\/strong>, in rappresentanza dei 27 Stati membri, descrivono una ricetta in grado di aiutare le famiglie a ridurre gli sprechi, valorizzando ingredienti normalmente sottovalutati o destinati a rifiuto. Celebrando al tempo stesso la variet\u00e0 delle tradizioni e culture gastronomiche del Vecchio Continente.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"6_Conclusioni_provvisorie\"><\/span>6) Conclusioni provvisorie<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>Gli impegni<\/strong>\u00a0per la lotta agli sprechi alimentari e la promozione della loro prevenzione e riduzione devono proseguire, in UE e nell\u2019intero pianeta, e coinvolgere tutti i protagonisti delle filiere agroalimentari. Progetti di ricerca e \u2018communities of practice\u2019 come\u00a0Wasteless\u00a0, in\u00a0Horizon\u00a0Europe, meritano quindi un impegno diffuso nella condivisione di buone prassi per il recupero virtuoso (upcycling) degli scarti (8,9).<\/p>\n<p><strong>Le stime attuali<\/strong>\u00a0di FLW in Unione Europea devono venire sviluppate con accuratezza, per riflettere in modo efficace lo stato di perdite e rifiuti alimentari nei vari Stati membri. Grazie anche a strumenti volti a migliorare l\u2019efficienza del modello MFA di JRC, come quelli elaborati nel citato progetto Wasteless.
